- SPECIAL NOTICE: Defense Logistics Agency Strategic Materials has a requirement to purchase SEG+ oxide concentrate containing 6,000 kilograms of Europium Oxide (relative to Total Rare Earth Oxide (TREO)). SPECIAL NOTICE Solicitation Number: SP8000-18-R-0002 Subject: Notice of intent to solicit for Samarium-Europium-Gadolinium Plus (SEG+) Oxide Concentrate Description: The Defense Logistics Agency Strategic Materials has a requirement to purchase SEG+ oxide concentrate containing 6,000 kilograms of Europium Oxide (relative to Total Rare Earth Oxide (TREO)); this acquisition will include Independent Third-Party Testing for all material delivered. The Contractor/Supplier/Producer of the material purchased shall be responsible for Independent Third-Party Conformance Testing (sampling and laboratory analysis) of the material to verify that it conforms to all specifications of the Statement of Work. DLA Strategic Materials Directorate of Contracting located in Fort Belvoir, VA intends to solicit and award a firm fixed price contract. This action will be conducted in accordance with FAR Part 15, Negotiations. The final contract award decision may be based upon a combination of technical acceptability, past performance, price and other evaluation factors as described in the solicitation. Any prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. The solicitation will be available on or before December 21, 2017. A copy of the solicitation will be available after issuance, on FedBizOpps (www.fbo.gov). The Pre-Proposal Conference will be announced in the solicitation. Anticipated award date is Mar 30, 2018. Period of performance: One (1) Year. Delivery Schedule: The Contractor shall deliver material within 270 days from the date of contract award. All material deliveries and tests/analyses/samples will be accomplished within 365 days after the contracted is awarded; material will be delivered to the DLA Strategic Materials Storage Depot located in Hammond, Indiana.
