- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price contract for spare parts for the A/M-32T-7 Aircraft Pressurized Cabin Leakage Tester (APCLT) on a sole source basis with Hydraulics International Inc. (HII), Chatsworth, CA. The parts are for Interim Supply Support (ISS) of the A/M-32T-7, APCLT and must meet operational and reliability requirements, as well as have the capability to fully integrate with the APCLT. HII, the Original Equipment Manufacturer (OEM) is the designer, developer and manufacturer of the A/M-32T-7 APCLT and the sole source to avoid cost impacting to schedule. The APCLT Program is a high visibility program with an extremely aggressive schedule to accommodate the urgent need for working leakage testers in the field. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Fielding of the APCLT by United States Navy is anticipated Fiscal Year 18. The Interim Support Package is intended to provide provisional parts support for approximately two years after fielding of the APCLT. It is the Government's intent to procure adequate quantities of referenced parts to support the Aircraft Pressurized Cabin Leakage Tester (APCLT) for approximately two years after initial fielding. This RFI is to determine whether there are any contractors capable of supplying the Interim Support Package.
