Description
The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for EMERGENCY ELEVATOR REPAIR with all labor, materials, equipment, supervision, and all necessary resources to maintain the equipment as listed below. The contractor shall be authorized to repair elevator equipment as listed below. Work shall be performed at the Aleda E. Lutz VA Medical Center, 1500 Weiss St., Saginaw, MI 48602 and will begin the week of 12/18/2017 to be completed within five (5) weeks or less. Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 811310, and 4. If the item(s) are available on a FSS contract or not and the FSS contract number if it is available on contract, 5. Notification if they are a VETBIZ registered VOSB/SDVOSB or not. 52.219-14 Limitations on Subcontracting. Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This is not a solicitation. This is a Request for Information, Sources Sought. This Sources Sought will close on 12/8/2017 at 12:00 pm EST. Please e-mail all responses to Thomas.Auten@va.gov. STATEMENT OF WORK (SOW) EMERGENCY ELEVATOR REPAIR Vendor shall perform repairs to the Aleda E. Lutz VA Medical Center, 1500 Weiss Street, Saginaw, MI 48602, Bldg. 22 Hydraulic Passenger Elevator, described as follows: A. Vendor shall furnish the necessary material and labor to remove and replace the existing hydraulic cylinder on elevator number(s) F23609 based on the following: B. New Cylinder with Sealed PVC Protection. The cylinder shall be of a double bottom design constructed of steel pipe of sufficient thickness and suitable for the operating pressure as prescribed by the latest revision of the ASME A17.1 or CAN3-B44 codes. The top of the cylinder shall be equipped with a new cylinder head with a drip ring to collect any oil seepage as well as an internal guide ring and self-adjusting packing. The cylinder exterior shall be covered with a protective coating. Sealed PVC Protection helps protect the cylinder from corrosion, permits monitoring and evacuation of liquids to make sure the cylinder does not come in contact with water, and helps contain oil should the cylinder leak. The sealed PVC Protection is required to protect against possible environmental contamination. C. New Plunger: The plunger shall be constructed of selected steel tubing or pipe of proper diameter machined true and smooth with a fine polished finish. The plunger shall be provided with a stop ring electrically welded to it, to prevent the plunger from leaving the cylinder. D. Installation: The plunger and new cylinder shall be installed plumb and shall operate freely with minimum friction. E. Cylinder Head Support Removal: Vendor will remove the existing cylinder-head support for cylinder replacement. After installation of the new cylinder and sealed PVC Protection System is complete, will provide a new cylinder-head support. F. Removal of Equipment and Hole Preparation. Vendor's responsibility includes removing the existing cylinder from the original well hole. If any physical obstruction, hindrance, ground water, or cave-in is encountered below the ground, vendor must provide estimate for additional costs and seek written notice to proceed from Contracting Officer, authorizing additional costs, prior to proceeding with the excavation, utilizing any additional special hoisting or excavating equipment as required. Vendor shall provide additional cost estimates and receive written authorization from Contacting Officer for reimbursement of all additional costs incurred subsequent to encountering the physical obstruction or hindrance, including the costs of the special equipment. G. Removal of Excavation Spoils. All excavation spoils removed by the vendor and its agents or (sub)contractors during the performance of this work will be placed in 55 gallon drums at the site. It shall remain the responsibility of VAMC Saginaw to properly label and dispose of the excavation spoils and existing cylinders according to regulatory requirements. h. Except for emergency callback service, the Contractor shall perform all work during regular working hours of regular working days 7:30 a.m. to 4:00 p.m. excluding Federal holidays, unless specifically instructed otherwise by the COR. The Contractor is required to sign in and out daily at the Facilities Management Service Office (B115-1) (including leaving the VAMC for purposes such as going for parts or meetings). HOURS OF COVERAGE: (1) Normal hours of coverage for this contract will be 7:30AM to 4:00PM EST, Monday through Friday excluding holidays. (2) Federal Holidays observed are: New Years' Day, Labor Day, Martin Luther King Day, Columbus Day, Presidents' Day, Veterans' Day, Memorial Day, Thanksgiving Day, Independence Day, Christmas Day Also, any other day declared by the President of the United States to be a national holiday.
