- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section B are subject to change prior to the release of any solicitation. B. Salient Characteristics: The Contractor shall provide three (3) sputtering targets that fulfill these minimum Government specifications as follows. 1. Lead-Zirconium-Titanium-Manganese-Oxide Sputtering Target a. Stoichiometry: Pb 1.15 [(Zr0.52 +/- 0.001Ti0.48 +/- 0.001)0.965] Mn 0.035O3 (+/- 0.001) b. Purity: 99.9 +/- 0.01 percent c. Dimensions: Diameter 300 millimeters (mm), Thickness four (4) +/- 0.1 millimeters (mm) d. Backing Plate (BP) Material: Copper Chromium (CuCr) e. Backing Plate Dimensions (CuCr-BP Ø310/300 x 11mm): i. Diameter 310+0.5-0.2 millimeters (mm), ii. Thickness 5 +/- 0.1 millimeters (mm) iii. Bus Diameter 278 mm, Thickness six (6) millimeters (mm) f. Metallic Bonding of 310 millimeter (mm) Diameter surface of backing plate to 300 millimeter (mm) face of target, centrally aligned so that the pieces are concentric. 2. Lead-Zirconium-Titanium-Manganese-Oxide Sputtering Target a. Stoichiometry: Pb1.15 [(Zr0.52Ti0.48) 0.965] Mn0.035O3 b. Purity: 99.9 +/- 0.01 percent c. Dimensions: Diameter 1.3 inch (in), Thickness 1/8 inch (in) d. Backing Plate Material: Copper (Cu) e. Indium bonding to Copper (Cu) backing plate f. Backing Plate Material: Copper (Cu) OFHC 101 (oxygen-free high thermal conductivity (OFHC) copper is a group of wrought high conductivity copper alloys that have been electrolytically refined to reduce the level of oxygen to.001% or below. Alloy 101 OFE/OFHC Copper (Cu) sheet has high electrical and thermal conductivity with a very high resistance to hydrogen embrittlement.) g. Backing Plate Dimensions: 3.00 in X 0.125 inch (in) h. Dimensional tolerances: +/- 0.010 inches (in) all. 3. Lead-Zirconium-Titanium-Niobium Sputtering Target a. One (1) Pb1.15 [(Zr0.52Ti0.48) 0.88] Nb0.12O3 target 99.9 purity, 3x1/8 inch (in), with Copper (Cu) backing plate b. Purity: 99.9 +/- 0.01 percent c. Dimensions: Diameter 1. 3 inch (in), Thickness 1/8 inch (in) d. Indium bonding to Copper (Cu) backing plate e. Backing Plate Material: Copper (Cu) OFHC 101 f. Backing Plate Dimensions: 3.00 in X 0.125 inch (in) g. Dimensional tolerances: +/- 0.010 inches (in) all. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 1,000 Employees Standard that accompanies NAICS code 334516. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
