- Consulting Services The USDA-NRCS National Soil Survey Center (NSSC) contains the Kellogg Soil Survey Laboratory (KSSL). The entire NSSC is slated to move to the new Hugh Hammond Bennett Center (along with several other NRCS and FSA entities) in 2020 following the successful selection of a new site by GSA and NRCS. This move is approved by the NRCS Director of Asset Management. To have a new site has been approved by all agencies but a final selection has not been made as to which site will be selected. GSA is planning to hire a design firm for the entire structure. In order to make sure the new site contains a properly designed laboratory, the Director of the NSSC requires pre-construction expert consultative services to assist in the design process with GSA. The NSSC is staffed by scientists and technical specialists and is not equipped to make all decisions regarding the technical aspects of lab design.
