- PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. DESCRIPTION OF WORK: The work consists of excavating and stockpiling the remains of the Semmes Dam existing earth embankment for reuse as appropriate. The new earth embankment will be constructed to a crest elevation of 224.0 feet NAVD88. The new outlet works will consist of a concrete labyrinth weir, a concrete discharge channel, prefabricated arch culvert, and earthen channel. Normal pool elevation for the newly constructed dam will be elevation 215.0 feet NAVD88. The road over the embankment will be reconstructed. The Dam was damaged during heavy rains which caused a significant amount of flooding in 2014. PLANNED SOLICITATION: The formal solicitation is expected to occur anytime between 15 and 30 days after the posting of this pre-solicitation. The contract type will be firm-fixed-price, Lowest Price Technically Acceptable (LPTA). MAGNITUDE OF WORK: $5,000,000 TO $10,000,000. TOTAL SMALL BUSINESS SET-ASIDE: This acquisition will be a 100% Total Small Business Set Aside pursuant to FAR 6.203 & FAR 19.502-2. The NAICS Code selected for this acquisition is 237990, which has a size standard of $36.5 million average annual revenue. The contractor must be registered in SAM.gov prior to award of the solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMS or hardcopy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments.
