- PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. DESCRIPTION OF WORK: Construction of a new Visiting Quarters (VQ) and renovations to existing VQ Building 362 at Joint Base Charleston, SC. The new 4-story, approximately 149,210 SF VQ building will include 266 guest rooms, appropriate back of house areas, guest laundries, housekeeping function spaces, multifunctional lobby, business center, conference rooms, exercise room, restrooms, and other exterior improvements. The project includes the demolition of any man-made items (pavements, old foundations left buried, etc.) including buildings 343 and 344 within the limits of construction, removal of a portion of Simpson Street, and provision of new parking. Also included are the relocation of existing active utilities that are to remain active and utilities from the limits of construction to the new building. Renovations of existing Building 362 include 5 Guest Rooms, Janitor's Closet, office, adjoining Bathroom, and Lobby. This New Visitor Quarters will be Certified Silver under LEED for New Construction. PLANNED SOLICITATION: The formal solicitation is expected to occur anytime between 15 and 30 days after the posting of this pre-solicitation. The contract type will be firm-fixed-price, Lowest Price Technically Acceptable (LPTA). MAGNITUDE OF WORK: $25,000,000 TO $100,000,000. UNRESTRICTED: This acquisition is UNRESTRICTED. The NAICS Code is 236220 Commercial and Institutional Building Construction with SBA Small Business Size Standard of $36.5 Million. The contractor must be registered in SAM.gov prior to award of the solicitation. The solicitation and any subsequent amendments will only be available in electronic format, down-loadable from the Internet. No CD-ROMS or hard-copy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments.
