- Site Visit Info & Registration Synopsis: The U.S. Army Corps of Engineers, Portland District intends to solicit a firm-fixed-price commercial services contract for Grounds Maintenance Services at the Bonneville Lock and Dam in Multnomah County, Oregon and Skamania County, Washington. Bonneville Lock and Dam's philosophy is to use natural landscaping techniques to maintain the site to create a landscape that is healthy, resource-efficient, sustainable, and cost-effective to manage. This procurement is for a contractor to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform the following services: • Grass mowing and trimming • Hedge, shrub, and tree trimming • Plant bed maintenance • Plant debris removal • Pest control and identification • Litter patrol and removal This contract duration is intended to be one base year plus four option years. The Period of Performance is anticipated to be: Base Year: 01 February 2018 through 31 January 2019 Option Year 1: 01 February 2019 through 31 January 2020 Option Year 2: 01 February 2020 through 31 January 2021 Option Year 3: 01 February 2021 through 31 January 2022 Option Year 4: 01 February 2022 through 31 January 2023 This acquisition is intended to be Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) code applicable to this effort is 561730 - Landscaping Services, which has a small business size standard of $7,500,000. The Product Service Code (PSC) applicable to this effort is S208 - Housekeeping - Groundskeeping/Landscaping. Evaluation criteria will be stated in the solicitation. This acquisition will result in a single firm-fixed-price commercial services contract. Proposal Period: The solicitation is scheduled for release on or after 8 December 2017. Due to the commercial nature of the services, the publicizing and response time will be set to afford potential offers a reasonable opportunity to respond in accordance with FAR subpart 5.203. Offerors must be registered in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award.
