Amendments to solicitation documents generally contain information critical to the submission of an application. <img src="file:///C:/Users/DullJR/AppData/Local/Temp/2/msohtmlclip1/01/clip_image001.gif" alt="" width="628" height="5" /> Police Aviation (ARAVI) Aviation Standardization & Operations Advisor Bogota, Colombia Issuance Date: 12/01/2017 Closing Date: 12/05/2017 SOLICITATION NUMBER: PSC-18-005-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, “Post-Award Ethical Responsibilities of Personal Services Contractors,” or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. MARKET VALUE: $84,005 - $123,364 (FS-02 Equivalent) 6. PERIOD OF PERFORMANCE: One year from date of award, with four optional years 7. PLACE OF PERFORMANCE: Bogota, Colombia 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT This position is located in the U.S. Embassy/International Narcotics and Law Enforcement Section (INL), Bogotá, Colombia. This position supports the U.S. Embassy/ International Narcotics and Law Enforcement Section (INL) in Bogota, Colombia with the actual workplace located at the Colombian National Police Base (CNP) in Guaymaral in northern Bogota. The goals of INL Bogota include the curtailment of the supply of illegal drugs from Colombia through manual eradication, interdiction of refining laboratories and trafficking activities, and other law enforcement operations. The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Standardization & Operations Advisor for the INL Bogota Aviation Program (INL/ARAVI). The incumbent serves as in-country aviation standardization and operations advisor to assist the Senior Aviation Advisor and the INL/ARAVI Program Manager by providing aviation standardization and operations oversight for rotary wing aircraft, including flight planning, aircraft configuration/standardization, aircrew training program, aviation operations and standardization for program implementation, direction and execution oversight. The incumbent advises/oversees and assists in the development, coordination, and implementation of all aspects of ARAVI Aircrew Training Program and aviation operations in support of counter-narcotics operations. The Aviation Standardization and Operations Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting INL assets. DUTIES AND RESPONSIBILITIES 1. Develops, coordinates, organizes and oversees a comprehensive flight standardization program based on Aircrew Training Manuals, standardized aviation operations directives, and standardized guidance for aviation training. 2. Implements a standardized Aviation Safety Plan based on the ARAVI and INL Air Wing Safety directives, to include standardized accident/incident procedures. 3. Reviews and recommends necessary changes to formal courses of instruction, training aids, training programs, training standards, training directives, operations directives, and related material to support the Aviation Standardization Program. Recommends additional training programs as required to maximize aviation training funds. 4. Oversees development of Aircrew Training Manuals (ATMs) and Minimum Equipment Lists (MEL’s), and ensures standards are known and met by all aircrew members. 5. Collects, reviews, and disseminates operational data on aviation tactics, techniques, and procedures to support the counter-narcotics missions, including but not limited to manual eradication, aerial interdiction, forward area aerial re-supply, replenishment, sustainment, and host nation aviation training. 6. Maintains constant liaison between the CNP and the U.S. Department of State, INL, Department of Defense and other U.S. and host nation Government agencies to maintain information flow between agencies and avoid duplication of effort. 7. Provides analysis of the effectiveness and efficiency of ARAVI’s aviation program to improve aviation operations and flight safety in support of counter-narcotics missions. 8. Establishes and monitors implementation of an active no-notice pilot evaluation program to ensure pilot proficiency in all required tasks. 9. Develops and implements a flying hour management program to insure the most effective use of aviation assets and monitor use of USG-supported aviation assets. 10. Performs flight duties as a Standardization Pilot in the UH-60 Blackhawk. 11. Monitors long-range and short-range training plans to ensure all requirements are met. 12. Identifies best training sources to meet CNP requirements. Maintains contact with U.S. military and civilian training providers. 13. Supervises all INL/ARAVI instructor/standardization pilots. Advises CNP standardization and instructor pilots. 14. Prepares performance reports for the Senior Aviation Advisor and INL/ARAVI Program Manager, and advises them on all aspects of the aircraft standardization and operations program. 15. Performs duties as Contractor Officer’s Representative/Government Technical Monitor as assigned, and assists in key equipment acquisitions, training contracts, construction projects. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIPS The ARAVI Aviation Standardization and Operations Advisor will serve as a principal advisor to ARAVI Program Manager and report directly to the ARAVI Senior Aviation Advisor for all matters related to Standardization and Operations. The Contracting Officer’s Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC’s hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author’s name(s), contract number, project number, and title, contractor’s name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY 1. Assignments include analysis of all facets of aviation standardization and operations of a fleet of fixed and rotary wing aircraft which function within an integrated program of diverse counter-narcotics missions. These missions include interdiction, manual eradication, aerial imaging general aviation support, aerial re-supply and replenishment, and host nation aviation training. 2. The Advisor must apply specialized and professional knowledge to oversee aircrew standardization and analyze aircraft operations. 3. The Advisor oversees standardization and operations plans/policies/procedures for the INL/ARAVI program, and provides guidance to host-nation counterparts on standardization and operations issues. The Advisor coordinates frequently with other INL/ARAVI advisors, the INL/ARAVI aviation services contractor, and the CNP, and consults with the INL/ARAVI Program Manager and Senior Aviation Advisor regarding ongoing projects. 4. Assignments include development, analysis, and oversight of a comprehensive flight standardization program based on Aircrew Training Manuals, standardized aviation operations directives, and standardized guidance for aviation training. aviation maintenance, quality control, and logistics management and involve a fleet of fixed and rotary wing tactical and transport aircraft that function within an integrated program of diverse counter-narcotics missions. 5. The Advisor performs continuous analysis of interrelated issues of effectiveness and efficiency affecting ARAVI Standardization and Operations that will improve aircraft safety and availability for aviation operations in support of counter-narcotics missions. MINIMUM QUALIFICATIONS 1. A U.S. citizen, subject to State Department Secret level security and Medical clearances, and ethics, if applicable. 2. Possesses a Bachelor Degree from an accredited institution. A Bachelor’s degree may be replaced with a mix of post-secondary education and advanced professional experience, (i.e. Associates degree with at least five years’ experience as a helicopter standardization pilot in a large military or civilian aviation organization.). 3. FAA Helicopter rated pilot or military equivalent with FAA helicopter commercial/instrument pilot rating or military equivalent is required. 4. Minimum of 4,000 hours of helicopter flight time, with 2,000 required in the UH-60. 5. Minimum of four years as a UH-60 Standardization Pilot at the Battalion level or higher or the civilian equivalent is required. 6. Demonstrated experience managing a flight standardization program. Experience managing a standardization program with multiple aircraft types is preferred. 7. In-depth knowledge of aviation aircrew training and standardization programs to include operating directives training and standardization publications, aircrew training manuals, and related documents. 8. In-depth knowledge of tactical employment of rotary wing aircraft in counter-narcotics operations including capabilities, limitations and techniques of employment of program aircraft (UH-1 and UH-60). 9. Demonstrated ability to evaluate aeronautical knowledge and skill via oral/written/practical performance evaluations/examinations. 10. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies, and procedures pertaining to aircraft operations and standardization programs. 11. Spanish language proficiency. 12. Strong English and Spanish writing skills. 13. Proficient in Microsoft Office Suite. PREFERRED QUALIFICATIONS 1. Experience in U.S. State Department counter-narcotics operations. 2. Experience in aviation safety, to include accident investigation. 3. Management experience as a direct supervisor. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations, and may require some physical exertion and dexterity. The Advisor must be able to independently perform fieldwork in remote areas for extended periods without assistance. The advisor must be able to maintain a FAA Class II medical clearance for flight operations. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with both domestic and international travel for meetings, activity reviews, conferences, and field inspections/evaluations. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to location's in the tropics or mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose risk to the Advisor while at these sites. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use an office space furnished with a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. EVALUATION FACTORS Factor 1: Work Experience (30 points) Experience and knowledge in developing, coordinating, organizing, and implementing comprehensive aircrew training programs. Offeror's demonstrated experience in performing oversight and evaluation of instructor and standardization aircrew members. Factor 2: Technical Qualifications (25 points) Offeror’s aeronautical qualifications and flight experience, and ability to provide tactical employment advice and instruction to helicopter pilots. (25%) Factor 3: Planning, Analysis, and Coordination (25 points) Ability to plan and analyze operational data on aviation tactics, techniques and procedures to support the counter-narcotics missions. Experience and knowledge of tactical employment of rotary wing aircraft in counter-narcotics operations. Factor 4: Past Performance (20 points) Past performance evaluation of applicant’s ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
