- Statement of Work Drawing - Steel for Barge Deck Enclosures This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912P4-18-T-0003, Steel for Barge Deck Enclosures. This solicitation is a Request for Quote. This is being set aside for small business. NAICS code 332312 with a size standard of 500 employees. The vendor is to provide steel material to the Army Corps of Engineers, Cleveland, OH Area Office, 1035 East 9th Street, Cleveland, OH 44114. Delivery of all items shall be made within 28 calendar days after contract award. The attached Scope of Work and Drawing provides the specifications and quantities of material to be delivered. Supplier's Qualifications. With the bid, the supplier shall provide copies of certificates showing that the facility in which the items will be fabricated is certified by the American Institute for Steel Construction in one of the following categories: Building Fabricator (BU), Simple Bridge Fabricator (SBR), Bridge Component Fabricator (CPT), or Hydraulic Fabricator (HYD). Standard Clauses Apply By Reference: 52.212-1 Instructions to Offerors 52.212-3 Offeror Representation and Certifications - Commercial Items 52.212-4 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items By Full Text: 52.212-2 Evaluation - Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Copie(s) of certificates showing that the facility in which the items will be fabricated is certified by the American Institute for Steel Construction in one of the following categories: Building Fabricator (BU), Simple Bridge Fabricator (SBR), Bridge Component Fabricator (CPT), or Hydraulic Fabricator (HYD); (ii) price (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
