Description

This pre-solicitation notice is to inform the public that the Department of Veterans Affairs Southern Nevada Healthcare System, will be posting a solicitation (36C26118Q0150) on or about December 4, 2017 to obtain rental services of Sizewise Hospital Beds or an equal for the Northern California Healthcare System, Mather, California. The requirement will be for a base period of 12 months and three option period of 12 months each. It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 339113, Surgical Appliance and Supplies Manufacturing, with a size standard of 750 employees. However, since there is no guarantee that the Service Disabled Veteran Owned Small Businesses will respond, this procurement is open to all interested parties. The estimated value of this is procurement is $500,000. Although the solicitation will be open for all interested parties, any award resulting from the solicitation will be made using the following cascade set-aside procedures per VHA memorandum #17-09, June 21, 2017 and in compliance with 38 U.S.C. 8127. The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer- Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: Service-disabled veteran-owned small business (SDVOSB); Veteran-owned small business (VOSB); All other small business concerns; Other than small business. If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. For a company to be considered a SDVOB or VOSB, the company must be listed in https://www.vip.vetbiz.gov/. OBTAINING SOLICITATION MATERIAL: Solicitation materials consisting of the Request for Quotation, Specifications, and Contract Forms will be available on http://www.fedbizopps.gov in electronic format only. These should be available on or about December 4, 2017. All interested parties (subs & primes) should register at http://www.fedbizopps.gov as an "Interested Vendor" so that others will know of your interest in participating in this procurement. A vendor s mailing list, list of interested parties and/or list of attendees at any site visit WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Any Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Add to Watch List"; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.212-1 Instructions to Offerors Commercial Items.
