- GSA Multiple Award Schedule 23V, Automotive Superstore, Solicitation FFAH-C2-990235-B Refresh 21 Refresh 21, published December 1, 2017, is hereby issued to the Schedule 23V Automotive Solicitation FFAH-C2-990235-B to update/add/delete some clauses, revise/update/delete some attachments, and make other changes and updates as necessary. INFORMATION REGARDING NEW OFFER SUBMISSIONS: An offer received after December 1, 2017, MUST be submitted using the Refresh 21 Solicitation FFAH-C2-990235-B dated December 1, 2017. The offeror is strongly encouraged to read the "Read Me First" document prior to submitting its offer. This document contains important information about the solicitation and documents required to accompany your offer submission that may or may not be listed in the e-offer system. Offerors shall use http://eoffer.gsa.gov/ to submit e-offer and e-mod requests. Digital certificates are required for all e-offer and e-mod submittals. INFORMATION REGARDING MANDATORY E-OFFERS AND E-MODS: Mandatory e-mod procedures were implemented and became effective December 23, 2010. Paper or emailed modification requests are no longer accepted, and will NOT be returned to the offeror. Any and all references within the solicitation and associated documents pertaining to paper submissions should be disregarded. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
