Description
INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), at the National Institutes of Health (NIH) under the Department of Health & Human Services (DHHS), on behalf of the National Center for the Advancement of Transalational Sciences (NCATS) intends to negotiate and award a contract for services to obtain off-site storage and monitoring for compound management freezers to Kamtek, Inc located at 7858 60 Beechcraft Ave, Gaithersburg, MD 20879. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Small Business Sources Sought type notice no. HHS-NIH-NIDA-SSSA-SS-2018-7, released on FedBizOpps from October 13, 2017 through October 18, 2017, indicated the subject contractor is the only source of supply or service capable of achieving this Government requirement. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 493120- Refridgerated Warehousing and Storage with associated small business size standard of $27.5 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 2005-96 / dated 11-06-2017. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. Project Description Statement of Work: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the following tasks. The Vendor shall: 1) Store a total of seven ultra-low temperature freezers at its facility within the local commuting area; 2) Monitor the temperature and conditions of each freezer 24 hours a day; 3) Complete optimal conditioning preventative maintenance and calibration of each freezer every year; 4) provide REES monitoring; 5) Alert issues that may compromise the contents of the freezer within one (1) hour of alert being detected. The Government will provide the 7 Ultra-Low tempature freezers in good operating condition. Purpose and Objectives The purpose of this requirement is to obtain contractor services to store and maintain seven (7) existing Ultra-Low temperature Compound Management freezers containing small molecules in an off-site facility and provide continuous monitoring on a 24 hour-a-day, 7 days-a-week basis, within the local commuting area for same-day pick up in times of emergency or critical need of stored samples. Local proximity of NCATS is necessary due to routine maintenance performed by the lab manager of Compound Management including but not limited to defrosting of freezers, rearrangements and reorganization of stored samples, inventory counts, and disposal of samples at manager's discretion. Period of Performance/Contract Type The Period of Performance is anticipated for 12 months from December 29, 2017 through December 28, 2018 as a Fixed-Price type of contract. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) at www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by December 8, 2017 at 12:00 PM Eastern and must reference number HHS-NIH-NIDA-PSOL-2018-036 on all correspondences. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
