Description
RFQ M67001-18-Q-1017 - Question and Answers Question 1: What are the authorized training hours starting on Monday December 11th? The required training curriculum is very detailed and a standard training day (8 hours) may need to be deviated. Please advise what the authorized training day can consist of. Answer 1: Authorized training hours will be whatever is necessary in order to accomplish the training objectives. Obviously this will be tempered with common sense and time required for meals, etc.; however, in no way, shape, or form is the vendor restricted to an 8 hour day. Question 2: For a training location between 400-450 miles from Camp Lejeune NC, what time can we expect students to arrive on Sunday December 10th to prepare equipment, and for contractors to meet with the chain of command to discuss the upcoming training schedule? Answer 2: The arrival time will be greatly dependent upon the location of the training site and the method of travel. Question 3: Would the Chain of Command and or the Contracting Officer Representative need to see the training facility prior to the training starting on December 11th? If so, please advise what dates and times are available for them in order for the contractor to accommodate this visit. Answer 3: Vendor with good technical proposal and positive past performance reviews that we could contact, then that would be sufficient in order to determine the suitability of the training sites. Vendors also must certify that they meet all requirements in the RFQ to include facility requirements. Otherwise they would be considered technically unacceptable. It is your responsibility to show you are technically acceptable and meet all requirements stated in the performance work statement. If we have to travel to inspect your facility, this may mean your technical proposal is unacceptable. Question 4: What time do the students need to depart on December 15th to return back to home station? Answer 4: Again, this depends on the site location and method of travel. Question 5: With the contractor providing all ammunitions/simunitions is their still a requirement for the facility to be an approved DoD/BATF Class V receiving authority? Answer 5: This is required for the storage of weapons. In that case, then yes we need the facility to meet that requirement. Essentially we need an "armory". Question 6: What is the mode of transportation the students will use to travel to and from the training location, and will they have administrative transportation while on site? (i.e. rental car, POV's etc.?) Is the contractor responsible to provide fuel for any administrative vehicles the students might have on site? Answer 6: Please refer to performance work statement for contractor's responsibility. Vehicle rentals will not be paid with contract. If you offer vehicle, please indicate it in your proposal but DO NOT PRICE IT OR QUOTE IT. Question 7: If the contractor can provide lodging and meals on site, are students permitted to stay on the training campus, or are they required to stay and eat on the local economy? Our facility can provide both lodging and meals and this would eliminate long delays and commutes to and from meals/ lodging daily. Answer 7: Please refer to performance work statement for contractor's responsibility. Meals and lodging will not be paid contract. If you offer meals and lodging, please indicate it in your proposal but DO NOT PRICE IT OR QUOTE IT. Question 8: Are students permitted to handle training pyrotechnics if safety courses are provided prior to? Answer 8: Yes. Question 9: In order to get ammunition shipped to the training location when does the Contracting Officer (KO) anticipate to award this contract? Please provide an estimated date and time. Answer 9: By 6 December 2017. ***A note regarding the ammunition requirement. We will have one Marine/Student that will have a 1911 pistol and therefore will require.45 ammunition. Question 10: Has a risk assessment for this training already been completed by the unit based off the required training listed in the SOW? If so, can the contractor please receive a copy of that risk assessment prior to the start of any training being conducted to ensure all safety hazards identified are Understood? Answer 10: We are utilizing an ORM based upon previous CQB training that has been conducted. The ORM should be encompassing enough to include any training that the contractor is providing. Yes, we can provide a copy of the ORM prior to the execution of training. There shouldn't be an issue with any aspects of training (360 degree shooting, etc.) as we would trust the vendor's judgement in the Marines' ability to accomplish the task required. Obviously if there is something that appears unsafe, we will be able to address at that time. Of note, the Team Leader (USMC 0-6) will be conducting the training as well, so risk assessments can be updated as needed (if such a situation should arise).
