- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 70RFP418RE5000002 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 and its supplements. This acquisition is unrestricted; the associated North American Industrial Classification System (NAICS) code for this procurement is 561621 with a small business size standard of $20.5M. Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) is issuing this competitive Request for Proposal (RFP) for the purpose of awarding a firm fixed price contract. This contract will be for the purchase and installation of a Internet Protocol Closed Circuit Video System (CCV) System Upgrade with maintenance located at the General Emmett J. Bean Federal Center 8899 East 56th Street Indianapolis, IN., in accordance with the attached Statement of Work (SOW) dated Nov 29, 2017. Schedule Of Item(s) - Responsible offerors shall provide a Firm Fixed Price (FFP) proposal for the items described below: Contract Line Item Number (CLIN) 0001: • Contractor to provide all equipment, supplies, tools, supervision and labor necessary to purchase and install security systems as described in the attached Statement of Work (SOW). Contract Line Item Number (CLIN) 0002: • Annual maintenance to include technical services, support, testing, maintenance and repair of the system and components installed per SOW paragraph 5.6.1 (Base Year Line item) Contract Line Item Number (CLIN) 1001: • Annual maintenance to include technical services, support, testing, maintenance and repair of the system and components installed per SOW paragraph 5.6.1 (Option Line item) Contract Line Item Number (CLIN) 2001 • Annual maintenance to include technical services, support, testing, maintenance and repair of the system and components installed per SOW paragraph 5.6.1 (Option Line item) Contract Line Item Number (CLIN) 3001 • Annual maintenance to include technical services, support, testing, maintenance and repair of the system and components installed per SOW paragraph 5.6.1 (Option Line item) Contract Line Item Number (CLIN) 4001 • Annual maintenance to include technical services, support, testing, maintenance and repair of the system and components installed per SOW paragraph 5.6.1 (Option Line item) Contract Line Item Number (CLIN) 5001 • Annual maintenance to include technical services, support, testing, maintenance and repair of the system and components installed per SOW paragraph 5.6.1 (FAR 52.217-8, Extension of Services Option Line item) There is a site visit scheduled for 12/13/2017 - 12/14/2017 starting at 9:30 a.m. local time at the General Emmett J. Bean Federal Center 8899 East 56th Street Indianapolis, IN 46249. For security purposes and access to the site visit, please submit names of all attendees to the site visit to Nikki Finney (Nikki.finney@.hq.dhs.gov) no later than December 8th, 2017 at 4:30 p.m. EST. All attendees will be required to complete and return a DHS Form 11000-06 Non-Disclosure Agreement before being granted access to the site visit. On 12/14/2017 offerors will have access to review drawings until 2:00 PM local time. Questions submission: Questions related to this RFP shall be received, via email, to Nikki.Finney@hq.dhs.gov not later than December 20, 2017, 4:30 pm EST. It is the Contractor's responsibility to ensure that questions are received by the Contracting Department within the required timeframe. Answers to questions will be provided to all offerors on FedBizOpps.gov as an amendment to the solicitation. FOB: Destination The following list of provisions and clauses apply to this acquisition: All provisions and clauses will be provided in the attached documents: 70RFP418RE5000002 All prospective offerors must obtain a DUNS number, have an "active" CAGE Code, and maintain Online Representations and Certifications Application at https://www.sam.gov/portal/public/SAM/ in order to transact business with the Government. Failure to comply with the above mentioned regulations will result in an award to the next otherwise successful registered offeror.
