- Justification and Approval The U. S. International Trade Commission (USITC) intends to solicit IHS Global, Inc., Englewood, Colorado, under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The USITC anticipates award of a Purchase Order, on a sole source basis, to IHS Global, Inc. for a subscription renewal and license to (1) Chemical Economics Handbook and (2) The Directory of Chemical Producers. These resources provide the Commission with estimates of U. S. production for individual chemical products and information obtained is used for Miscellaneous Tariff Bill reports and Section 332 of the Tariff Act of 1930 studies performed at the Commission. The USITC anticipates an award of a Firm Fixed Price Purchase Order to IHS Global, Inc. The anticipated period of performance is 12 months, beginning January 1, 2018 through December 31, 2018, and one additional performance period (one Option Year) from January 1, 2019 through December 31, 2019. This notice is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Debra Bridge, Contracting Officer, at debra.bridge@usitc.gov. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
