- Statement of Work and Specifications The USDA, Agricultural Research Service (ARS) requires preparation of a cDNA Library and Sequencing RNA. This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number 128KAP18Q0003 (See Attached Solicitation) is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 corrections. North American Classification Coded (NAICS) 541714, Biotechnology research and development laboratories or services in agriculture, is applicable. This announcement is a total set-aside for Small Business Concerns. ARS PGPRU is in need of preparation of cDNA libraries followed by Illumina sequencing for a study of soybean imbibition. There are 35 samples requiring library synthesis and sequencing. Results are required back no later than January 31, 2018. All samples will be shipped via UPS and do not need to be returned. Results should be made available on a web server for at least one month after completion of project. Please specify the link ARS staff will use to download the results via a secure file transfer protocol. Results should be made available in FASTQ format. Quoted price will include the following for 35 samples of total RNA: - purification of mRNA by oligo(dT) beads - pre‐library prep sample QC (Bioanalyzer, Qubit or similar) - Illumina‐compatible library preparation including: o cDNA synthesis from mRNA o sample indexing o library QC o library pooling o pool QC - Library pool sequencing on Illumina HiSeq including: o QC analysis o cluster generation o SBS sequencing of paired‐end, 100 bp reads o 2 lanes - Primary analysis including: o initial read QC o adapter removal o sample demultiplexing This is a LPTA RFQ (Lowest Priced Technically Acceptable Request for Quotes). Vendor quotations will be evaluated upon (i) technical capability of the service offered to meet the Government requirement; (ii) past performance (see FAR 15.304); and (iii) price. Please submit one reference I may contact to verify past performance. Technical and past performance, will constitute 90% of the consideration during award. The Government anticipates award of a firm fixed price contract on or about December 13, 2017. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA/ARS will provide no hard copies. The successful company must mandatorily be registered in the SAM (System for Award Management) at web site: www.sam.gov. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.
