Description
General Services Administration intends to issue a Request for Proposal (RFP) for custodial services for U.S. Environmental Protection Agency building sites located in Research Triangle Park and Chapel Hill, North Carolina. General Services Administration (GSA) will solicit proposals from 8(a) firms to perform Custodial Services for the U.S. Environmental Protection Agency (EPA), located in Research Triangle Park and Chapel Hill, North Carolina. The contractor will provide custodial maintenance services, five (5) days a week, Monday through Friday, and on weekends upon approval by the Government, for three (3) locations involving eight (8) building locations to include the following types of space: office, cafeteria, classroom, computer room, fitness center, library, research lab, patient treatment area, utility, vending, washrooms, and an early learning center. Services will be both interior and exterior in nature. Exterior services will include snow/ice removal. Total estimated cleanable square feet (CSF) is up to 3,088,909, depending on options exercised. Pursuant to FAR 19.805, this acquisition is a competitive 8(a) Set-Aside conducted in accordance with FAR Part 12. The North American Industry Classification System (NAICS) code for this acquisition is 561210 Facilities Support Services and the small business size standard for this NAICS code is $38.5 million dollars in annual receipts. All responsible sources considered an 8(a) under this NAICS code are eligible to respond to this solicitation. GSA intends to award a firm fixed-price contract with one (1) base period and four (4) one-year option periods on a competitive basis to one responsive and responsible Offeror. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1. It is anticipated that the solicitation will be issued on or about December 18, 2017. The anticipated award date is on or before April 1, 2018, with a full performance start date of May 1, 2018. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation, when posted, will not be issued. Telephone and Fax requests for the solicitation will not be honored. Project files will be Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, when posted, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Firms planning to respond to the solicitation, when posted, should ensure that their registration in the System for Award Management (SAM) database http://www.sam.gov is current. A MANDATORY site visit will be held at the EPA's Research Triangle Park buildings located in Durham, North Carolina, on or about January 11, 2018. Additional information will be included in the Solicitation, including the specific location and time for the site visit, and the timeframe and manner in which interested 8(a) firms must contact the Government for placement on the site visit list. Interested 8(a) firms are being placed on advance notice that Proposals submitted from Offerors who do not attend the MANDATORY site visit shall be rendered as non-compliant and shall therefore be ineligible for award. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited.
