- Description: The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Northrop Grumman, of Melbourne, FL for the procurement of Weapons Replaceable Assemblies (WRA's) required to support testing of the Units Under Test (UUT) for the Onboard Oxygen Generator System (OBOGS), Engine Generator System, Generator Control Unit, Engine/Generator Cooling Unit and the Aircraft Pedestal Assembly, to be installed on the E-2D Advanced Hawkeye Aircraft. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Responses stating interest must be received within fifteen (15) days of publication of this notice.
