Description
NOTE: The Q/A period for N65236-16-R-0026 closed on 20 November 2017. The Government anticipates finalization of the remaining questions that were submitted NLT Dec 4th. The Government does not anticipate responding and posting any further questions and answers under this solicitation at this time. The following SPAWAR e-Commerce Central database document, meeting your specifications, has been recently created or updated. 11/29/2017 Amendment 01 to the solicitation is updated to make changes to : 1D, Attachments 2, 3, 4, 5, 6, and 7, Sections B, C, I, J, L, and M. The solicitation, updated attachments and Q&A's, 1st 40 questions, can be found below. 11/08/2017 The official solicitation is hereby issued with a closing date of 12 December 2017 at 14:00 EST. The solicitation and updated attachments can be found below. Updated Q&As from the Draft RFP are also provided. No more questions will be accepted on the DRAFT RFP. For Information Purposes: The For proposal purposes the estimated effective date of contract award is December 2018. Offerors are requested to allow their offeror acceptance period to read at least 365 days. The due date for questions regarding this solicitation is 20 November 2017 5:00 EST and all questions shall be submitted to IndustryFeedback.fct@navy.mil. 10/18/2017: An updated Draft Attachment 5 Pricing Model and Draft Attachment 2 Capability Matrix has been posted. 10/17/2017: An updated Q&A 16R0026 has been posted, in response to the DRAFT RFP Changes from 9/29/2016. Further this update also provides the "compare version" of the changes from the 11 May 2017 Draft RFP to the 29 September 2017 Draft RFP. 9/29/2017: An updated DRAFT RFP has been posted. This update contains a clean copy of the draft RFP, as well as a "compare version," which compares the draft RFP from 11 May 2017 (with Section L & M updates from 6 June 2017 included (i.e. would not be captured as a track change from 11 May 2017)) to the draft RFP from 29 September 2017. Significant changes found in the draft RFP are as follows: --The requirement for "significant subcontractors" has been removed. The offeror is required to provide Factor B experience for themselves and two Team Members ONLY and include their experience with the technical proposal. Although the number of references for Factor B (Technical Capability) remains at five, the references can only be comprised from the three team members (Prime contractor and two Team Members). --The page limitation for Factor B has been reduced from 25 pages to 20 pages. --A Team Summary Attachment (Attachment 1D) was included for the Prime contractor to complete. --The Cost sections have been revised. The Government will only evaluate the Prime contractor's proposal. In addition, the evaluation will only include the professional labor categories in the Charleston, SC location as identified in the pricing model. Any reference to the Subcontractor Pricing Model has been removed. --The Small Business Participation factor has been revised. Offerors are required to provide data required under FAR 52.244-2, Subcontractor Data, in accordance with Section L. Note 1: The Prime Pricing Model attachment is forthcoming. Based on the current strategy, the model will only require offerors to provide labor rates for the professional labor categories in the Charleston, SC location, along with indirect rates, profit/fee percentages, and information for the Professional Employee Compensation Plan. No Subcontractor Pricing Model will be required. Note 2: All questions submitted prior to the Final RFP release shall be sent to the Industry Feedback mailbox, IndustryFeedback.fct@navy.mil. All Government responses provided to Industry questions are based upon the information known to date at this time. However, the content of the Final RFP will take precedence over any and all previously submitted responses to Industry questions, on any DRAFT versions of the RFP, or through any formal or informal communications on this acquisition. Any questions regarding this draft RFP must be sent to the Industry Feedback functional mailbox by 10:00am EST on 6 Oct 2017. -------------------------------------------------------------------------------- --------------- 9/9/2017: The estimated release date of the RFP is 1st Qtr 2018. The posting of the questions received to date are currently under review and will be posted as soon as possible. 08/30/2017: The estimated release date of the RFP is 4th Qtr 2017. Questions that have been received since the last posted update through today are being answered at this time and will be posted to the portal NLT 5 Sept 2017. 06/06/2017: The draft Sections of L & M have been posted, along with the Reference Information Sheet Attachments and Pricing Model Attachments. 5/19/2017: The Government's responses to the Pre Acquisition Planning Industry Day questions have been posted. These responses are based on information as of 19 May 2017. The Government's final decision will be reflected and identified in the final RFP. 05/16/2017: The slides that were presented at the Industry Day on May 15, 2017 have been attached. The Q&As are being completed and are forthcoming. These will be uploaded to the portal upon completion. 05/11/2017: Updates to the Evaluation Criteria have been made and will be presented at Industry Day. The updated RFP has been posted. 05/04/2017: The Government is currently planning on an industry day for N6523616R0026, Cyber Mission Engineering (CME), and N6523616R0036, Cyber Mission Systems, Kitting, and Supplies (CMS). An industry day for N6523616R0027, Cyber Mission Assurance, is not planned at this time. However, the Government intends to discuss this action at the industry day planned for CME and CMS. 05/03/2017: The one-on-one sessions scheduled for this Pre-Acquisition Planning Industry Engagement is intended to be an open industry engagement to allow for dialogue between the Government and industry. This will be an opportunity for industry to ask questions regarding the scope of the PWS and for the Government to obtain feedback on the draft solicitation. 05/01/2017: 1) Draft Request for Proposal (RFP) has been posted, along with Pricing Model attachments. DRAFT DOCUMENTS ARE ISSUED FOR INFORMATIONAL PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS THE FORMAL RFP. DRAFT DOCUMENTS ARE SUBJECT TO, AND MAY BE REVISED BEFORE THE ISSUANCE OF THE FORMAL RFP. 2) SPWARSYSCEN Atlantic will hold a pre-Acquisition Planning Industry Day for Solicitation N65236-16-R-0026 on Monday, May 15, 2017. To further develop the requirement the Government has issued a Request for Information (RFI) (attached below). The RFI asks industry for their input on the inclusion and procedures to implement Small Business Reserves for this requirement. RFI responses are due no later than 14:00 Eastern Time on 01 February 2017, to Jessica.stogner@navy.mil. *Note: No page limitations are enforced on the RFI response.
