Description
This Sources Sought Notice is to determine sources for Snow and Ice Removal for Richmond VAMC facility. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources may submit a capability statement which shall be considered by the agency. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Interested parties submitting a response to this inquiry must include the following information: name and address of company; business size (large, small, VOSB, or SDVOSB); identify applicable socioeconomic categories and any pertinent information which demonstrates the firm s ability to meet the above requirement. All responses shall be submitted no later than December 4, 2017 at 9:00am EST. Responses shall be emailed to: cleveland.wynne@va.gov. B.2 STATEMENT OF WORK 1.0. SCOPE Contractor to provide all labor, tools, equipment and materials necessary to clear snow and ice from identified roads and parking lots at the Hunter Holmes McGuire Veterans Affairs Medical Center (VAMC) located at 1201 Broad Rock Boulevard, Richmond, VA 23249. 2.0 Total area equals 2,746,264 square feet. 3.0 One hour response time is required. This means the contractor will have one hour after receiving notification from the POC to be on station and commence snow and/or ice removal. Calls to the contractor will be made as needed by the Point of Contact (POC) or Chief Environmental Management Service (EMS). 4.0 Action shall be continuous until POC determines treatment is no longer necessary. 5.0. The contractor shall dispose of all trash and debris related to snow removal and chemical treatment. 6.0 Pre-treatment. When snow is imminent, the POC may request the contractor to apply a pre-snow deice application before snowfall begins. This service shall be invoiced under a separate contract line item. 7.0 Snow and Ice Removal. The contractor shall ensure plowed areas are free of snow accumulation, piles, or drifts by removing all snow and ice from landings, and docking ramps. The contractor shall remove snow, including drifts or piles, from all remaining paved surfaces such as roads, parking lots, as shown on the map. Clear is defined as all parking lots and roadways shall have no accumulated snow or ice from the weather event. All surfaces shall be sanded to ensure safe travel for cars and pedestrians. 8.0 Removal process will consist of clearing roadways and parking spaces to ensure safe usage of all sidewalk exits from all lots to maintain safe pedestrian through ways. 9.0 Deicing/Chemical Treatment. The contractor shall apply a chemical treatment of parking lots and roadways on the Hunter Holmes McGuire VAMC property. The contractor shall provide, maintain, and place Ice Melt, rock salt or any other de-icing product (to exclude sand) to prevent slipping and falling. The materials used by the Contractor shall not damage the surfaces of sidewalks, entryway steps, parking lots and roadways on the Hunter Holmes McGuire VAMC property.
