- Description
- The Social Security Administration (SSA) requires contractor support services to converge the agency s telecommunication capabilities into a single unified communication platform known as the Next Generation Telephony Project (NGTP). SSA currently has three major telecommunication contracts that provide a significant portion of the agency s telephony services: Telephone Systems Replacement Project (TSRP), Headquarters Telephone System (HTS), and Citizen Access Routing Enterprise (CARE2020). The agency requires a single contract to support the objectives of the agency s telephony needs. SSA requires the establishment of unified communication (UC) platform for the integration of audio, video, web, desktop, and mobile telecommunications as a single integrated system. It is the agency s intent to procure this requirement in accordance with the policies and procedures in FAR Part 12, Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Part 15, Contracting by Negotiation. In addition, the agency will follow the policies and procedures for the award of a single indefinite delivery/indefinite quantity contract under FAR 16.5 Indefinite-Delivery Contracts. The Northern American Industry Classification System (NAICS) Code is 517919, which has a size standard of $32.5 million. The period of performance shall be for one year, with nine one-year option periods (if exercised) and a six-month option to extend services (if necessary). SSA anticipates issuing a Request for Proposal (RFP) in mid-December of 2017. The selection decision will be based on overall best value to the Government, price and non-price factors considered. The RFP will be issued under Solicitation #28321318R00000002. The solicitation and any related documents will be made available to interested parties through electronic media for downloading via FEDCONNECT. No hard copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation and any amendments.
