- The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the U.S. Army Medical Command (MEDCOM) G 3/5/7, Dental Directorate, intends to award a sole source firm fixed price contract for the acquisition of dental imaging software, software updates, software support and training. This contract will be awarded under the authority of Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5: Only one source reasonably available. The contract will be established for one (1) five (5) year ordering period. The Government intends to negotiate on a sole source basis with Dolphin Imaging Systems LLC, operating as a Small Business located in Chatsworth CA. Dolphin Imaging Systems LLC orthodontic imaging, diagnostic, practice management, case presentation, and patient education software is currently being used by the U.S. Army and U.S. Air Force in their dental clinics/activities throughout the United States and abroad. The Army and Air Force require support of their existing software as well as additional software and software training for the Dolphin software products. Dolphin Imaging Systems LLC is the only provider for the required software support, updates and training. Due to the brand name requirement and the limited sources from which the requirement may be acquired, Dolphin Imaging Systems, LLC is the only source capable of meeting the Governments requirement. The North American Industry Classification System (NAICS) code is 511210. The Small Business Size Standard is $38.5 Million. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) contract award. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This notice is posted for ten (10) days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 3:00 pm EST, December 11, 2017, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
