Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with The Boeing Company (Boeing) for F/A-18 and EA-18G Physiological Episode (PE) improvement efforts. It is anticipated that this contract will cover orders issued during fiscal years (FYs) 2018-2022. This contract will include the following in support of comprehensive aircraft modification to mitigate and resolve the PEs involving F/A-18 and EA-18G aircraft and aircrew: non-recurring engineering for engineering change proposals; incorporation of airframe and accessory changes; and replacement, inspections, and/or incorporation of data into existing Root Cause Corrective Action (RCCA) databases, along with program management support. The Government does not have license rights in a technical data package that would allow another contractor to produce the F/A-18 and EA-18G aircraft. Therefore, Boeing is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the Government's requirement. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
