- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION - TELEMEDICINE SERVICES - DECEMBER The Federal Bureau of Prisons, Federal Medical Center (FMC) Lexington awarded a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-2, Unusual and compelling urgency. This requirement was awarded to University of Kentucky, 2317 Alumni Park Plaza, Suite 150, Lexington, KY 40517. This award covers high trauma and specialty medical service requirements for inmates incarcerated at FMC Lexington. Due to the nature of this requirement, these particular services can only be met through the University of Kentucky. This notice is not a request for competitive quotations as no solicitation document is available. A Justification for Other Than Full and Open Competition has been certified and approved for the University of Kentucky and is attached.
