Description
This is a pre-solicitation notice for site preparation services at Fire Island from Ocean Bay Park to Davis Park. The purpose of the Fire Island Inlet to Moriches Inlet (FIMI)Contract #3B, Ocean Bay Park to Davis Park, project is to provide protection to the mainland and barrier island by reducing the potential for breaching and overwash of the barrier island. Implementation of the initial construction will reinforce the existing dune and berm system along the island to help ensure the protection of property and natural resources before the next large storm event. The first phase(Contract #3B1) is necessary to remove any structures prior beach and dune fill in this reach. By modifying and removing certain structures along the island a more contiguous, naturally contouring, and resilient dune will be constructed. Work to be performed includes: Demolition of 21-25 houses, of which at least 8 homes contain Asbestos; Clearing 5 former house sites of portions of foundation and septic systems; Partial demolition of up to 42 decks, walkways, pools, and/or septic systems; and clearing, grading, and construction of an approximately 450-foot long sand access road for pedestrians and vehicles, including construction of 2 approximately 150-foot retaining walls. The majority of the house demolitions and access road will be in the community of Ocean Bay Park. Some demolitions are possible in the communities of Davis Park and Fire Island Pines. The partial demolitions would be spaced in communities throughout the project area. The work involves house demolition, utility disconnection, abandoning or demolishing septic systems, disposal, clearing, grubbing, excavation, retaining wall construction, fill placement, grading, and obtaining necessary permits. Complexities include sandy soils, pile foundation removal, asbestos sampling and removal, vegetation mulching, limited vehicle access, removal of debris by water access (boat/barge), and coordination with multiple utilities. This will be 100% set aside for small business. Project magnitude is $1,000,000-$5,000,000. Solicitation is anticipated on or about December 20, 2018.
