- Update 30 Nov 17: "TECHNICAL" was removed from this description as an evaluation requirement. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." Hurlburt Field AFB, FL, intends to make a single award for Washer and Dryer Lease and Maintenance services with a period of performance of 1 April 2018 through 31 March 2023; with four (4) 12-month option periods. Work consists of, but is not limited to the following: Contractor shall provide all non-personal services to include personnel, equipment, supervision, and other items and services necessary to ensure performance of Washer and Dryer Lease and Maintenance Services at Hurlburt Field, Florida. This includes duct vent cleaning and possible repairs on Hurlburt Field. This acquisition is being offered for competition limited to eligible 8(a) participants. Eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages. The North American Industry Classification System (NAICS) code for this project is 532210 with a size standard of $38.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract. All responsible and interested 8(a) participants sources may request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers :( 1) PRICE and (2) PAST PERFORMANCE. The Government reserves the right to award a contract to other than the lowest proposed price. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (July 2017) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012).
