Plan Request Form_Mill Creek Plans_Mill Creek J.5 MT PARK NF 486(1), Mill Creek Road Surface Preservation Project Western Region Pavement Preservation MATOC Solicitation Physical Data J.4 CA NPS PP JOTR 2017(1), Pavement Preservation Joshua Tree UPDATE 11/30/2017 - The project, CA NPS PP DEVA 2016(8), Pavement Preservation Death Valley Phase I will not be advertised with the MATOC solicitation. The primary objective of this solicitation is to issue a new round of MATOC contracts covering a 5-year period for roadway construction consisting of a rapid response roadway surfacing, resurfacing, and repair contracting tool for work in Oregon, Idaho, Washington, Montana, Texas, Nevada, Arizona, Utah, Colorado, New Mexico, Wyoming, Oklahoma, California and other states as required. We anticipate awarding up to 8 IDIQ contracts with two being reserved for Small Business concerns. THIS SOLICITATION IS OFFERED FOR FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS WITH TWO MATOC AWARDS RESERVED FOR SMALL BUSINESS. Anticipated Advertisement Date: November 2017 The combined maximum quantity to be ordered over the life of the contracts is $150,000,000. The minimum amount guaranteed over the life of each MATOC is $15,000. As requirements develop and funding becomes available, projects will be issued to MATOC contracts holders. The source selection process will utilize the Tradeoff Source Selection Process. Offerors will be provided two projects to review and bid for the pricing portion of the tradeoff ( MT Mill Creek Project and CA Joshua Tree Project, both attached. Disregard the CA Death Valley project attachment as it will not be solicited under this MATOC solcitation as previously intended ). For Task Order award consideration all other submittals required by the Task Order Request for Proposals will be required. Both Task Orders will be awarded with the award of the MATOCs. Some of the upcoming projects that will be included in this MATOC will be advertised during a period when viewing may not be possible due to snow. In those cases, preliminary plans and information will be posted so prospective Offerors can view the projects during fall as conditions permit. This may be the only chance to view the projects prior to submitting your proposal. We will be updating this notice as preliminary information is posted. Registering at WATCH THIS OPPORTUNITY box insures notification when solicitation documents are posted. This paragraph announces possible financing available to small businesses. The three types of businesses that are eligible to receive a loan through this program are: (1) Firms that have received DBE certification from a state or local transportation agency; (2) Eligible small business firms; and (3) Firms that have received a disability rating by the Veteran's Administration and have certified themselves as a SDVOSB. Start-up businesses are not eligible to receive a STLP line of credit and should contact the SBA for information about other possible forms of financial assistance. (NOTE - This paragraph does not reserve this solicitation for these types of business): The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate. For more information see: http://osdbuweb.dot.gov/financial/index.cfm.
