- N00164-18-R-WM11- SOLE SOURCE - ELECTRONIC SURVEILLANCE ENHANCEMENT AND MULTI-DOMAIN ELECTRONIC WARFARE TEST AND EVALUATION SYSTEM - PSC - 5865 - NAICS 334511 Anticipated Issue Date 13 NOV 2017 - Anticipated Closing Date 27 NOV 2017, 14:00 EST Naval Surface Warfare Center (NSWC) Crane has a requirement for support of the existing AN/SLQ-32 System onboard U.S. Navy and Foreign Military ships. This effort will include Electronic Surveillance Enhancement (ESE) production, upgrades, test and evaluation, spares, repairs and modifications. The effort will also include the Multi-Domain Electronic Warfare Test and Evaluation System (METES) test equipment in support of AN/SLQ-32 (V)1 through (V)5 Systems. NSWC Crane Division plans to enter into a firm fixed price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The government intends to solicit and negotiate with one source, Northrop Grumman Corporation, Bethpage, New York, CAGE 26512 in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition based on lack of sufficient knowledge, restricted software and data rights, duplicated cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is under the North American Industry Classification System code (NAICS) 334511 - Countermeasure Sets (e.g., active countermeasures, jamming equipment) Manufacturing. The anticipated contract maximum is estimated to be $25,468,675.00. The FOB point shall be FOB destination: NSWC Crane. Inspection and acceptance will be at destination. Data deliverables are in accordance with Contract Data Requirements Lists, DD1423's. Contractors must be properly registered in the System for Award Management (SAM). All changes that occur prior to the closing date will be posted to the FedBizOpps website.
