- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from BAE Systems Land & Armaments, LP., 4800 E River Rd. Minneapolis, MN 55421-1402 under Basic Ordering Agreement (BOA) N00178-16-G-2005 to provide for design and production of a low-cost Guided Long Range (GLR) projectile to be fired from the MK 34 5- inch GWS in support of NSFS missions and to provide increased ASuW capabilities. This is to conduct seven (7) guided flight tests with telemetry, One (1) warhead to assess lethality via arena test, Ten (10) unstable, inert slugs that simulate the mass and obturation properties of the Vulcano Guided Long Range (GLR) 5-inch projectile, and One (1) inert projectile to verify MK 45 gun mount physical compatibility in a series of loading and handling tests. A redacted Justification for Approval for use of other than full and open competition will be posted on the FBO website 14 days after award in accordance with FAR 16.505(b)(2)(ii)(D). This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. No Request for Proposal (RFP) will be available for competitive proposals. However responsible and interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
