Description
PECO REHABILITATION OF THE TRADING POST AT PECOS HISTORICAL PARK The National Park Service (NPS) has a requirement for the following project: Project Location: Pecos National Historical Park, Pecos New Mexico Project Title: Rehabilitate Trading Post, Pecos National Historical Park, PECO 192796B NAICS code: 236220 ¿ Commercial and Institutional Building Construction. The small business size standard: is $36.5M Estimated Range: $1,000,000 - $5,000,000 Estimated Period of Performance: DOA~ Early 2018 plus 18 months. Interested firms, please submit your detailed capabilities in WRITING to demonstrate same or similar experience on the form provided below. This is not a request for proposal (RFP) or an invitation to bid (IFB). There is no bid package, solicitation, specifications, or drawings available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought Announcement or any follow-up information requests. If you chose to submit a package, clearly identify the park and project on your package (PECO 192796B), and your socioeconomic status: 8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, or Small Business. The NPS is planning to issue the solicitation for this project as a competitive procurement. Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. Provide a description of past projects, contract numbers, dollar amounts, time frame, duration, location, customer point of contact information including email and telephone (for example, contracting officers, project managers), and any other pertinent information. You must also provide a letter from your bonding company verifying your firms bonding levels per contract and total. Be sure to include your DUNS number on your documentation. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. All firms should be certified in the System for Award Management at www.sam.gov. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Your response is due no later than 4:00 p.m. Mountain Time (MT), Monday December 18, 2017. No additional information will be provided at this time. Scope: Introduction The purpose of this project is to rehabilitate the historic Trading Post, also known as Kozlowski ¿s Trading Post, to provide for adaptive reuse of the existing building for visitor contact, interpretation, and offices for park staff. The Trading Post consists of approximately 5,098 gross square feet (building footprint) and approximately 3,818 square feet of net usable area. About 70 percent of the building will be rehabilitated for visitor use, consisting of a visitor contact area, interpretation and/or display areas and public restrooms. The remaining 30 percent will be rehabilitated for office space for park staff. The existing space must accommodate all equipment, such as HVAC, electrical, etc. No additions to the existing building are proposed. The exterior of the building and site will provide setting and features consistent with the significance of the property and the park ¿s interpretive goals for enhancing the overall visitor experience of the Trading Post. This building is an example of a typical Northern New Mexico vernacular adobe building. It is a low (one story), sprawling, U-shaped building, which began as a 600 square foot, one-room structure and grew through a series of additions to approximately 5,000 square feet. The building is listed on the NPS List of Classified Structures (LCS), and has been ¿Determined Eligible ¿ for inclusion on the National Register of Historic Places, with a national significance. Location The project is located within Pecos National Historical Park in San Miguel County, New Mexico, approximately 30 miles east of Santa Fe via automobile. Scope of Construction Work of this project includes correction and mitigation of site deficiencies, and complete stabilization, repair, rehabilitation, modification and/or replacement of the structure, fabric, and features of the building, including the roof, roof drainage system and roof structure; exterior portals; adobe and stone walls; foundations; doors, windows, trim, and other exposed wood features; floor systems, including framing and finishes; interior finishes; mechanical, plumbing and electrical systems; and fire suppression system. In addition, the building will be treated to eliminate or control pests such as termites, beetles, and rodents. The building will be brought into compliance with health and life safety, building code and other regulatory requirements, as appropriate. The estimated price range for the work described herein is between $1,000,000 and $5,000,000. The Trading Post is an historic building of national significance. Therefore, the work will emphasize compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Firms with a demonstrated ability to complete projects of similar size and scope in compliance with the Standards are encouraged to respond.
