Description
NASA/JSC has a requirement for an extension of Contract NNJ15GU31B with Techshot, Inc. The contractor is currently providing support services to multiple scientists from the initial steps of research design, through on-orbit support using proprietary research platforms currently onboard the International Space Station, to return of flown science, as well as engineering analysis and model development. These platforms are: the Multi-Variable Platform (MVP), the Analytical Containment Transfer Tool (ACT2), the Advanced Space Experiment Processor (ADSEP), the Bone Densitometer, and the BioFabrication Facility (BFF). Techshot developed, entirely owns, and currently provides use of these distinct research platforms, support to scientists utilizing these platforms, and engineering support through this contract. The platforms cited can conduct a wide range of biological sciences, enabling research in areas such as osteoporosis, genetics, and tissue construction. Much of the research conducted using Techshot's hardware will extend beyond the current contract period of performance of June 30, 2020. In order to continue to acquire the highly specialized services necessary for the successful integration and on orbit operations of selected experiments in microgravity using proprietary space flight hardware Techshot has developed for scientific investigations, as well as engineering support in the fields of biological, physical, and other sciences, NASA/JSC intends to extend Contract NNJ15GU31B through December 2024, the date for which the U.S. Congress has authorized NASA to operate the International Space Station (ISS) under the NASA Authorization Act of 2017. NASA/JSC intends to purchase the items from Techshot, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 27, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
