- Description
- The National Institutes of Health, the Division of Mail Management Services intends to negotiate sole source commercial item procurement with Bankers Business Management Services located at 8121 Georgia Avenue 950, Silver Spring, Maryland, 20910-4933 for the purpose of controlling access to the building dock and entry to the building from the dock. The Division of Mail Management Services (DMMS) requires Dockmaster Services to control off campu building dock and entry of vehicles delivering mail and equipment to the loading dock. Vehicles are controlled to allow truck access to internal dock area. This acquisition is in support of the DMMS for Dockmaster services for the purpose of control access to the building dock. TASKS/SERVICES: Receive all packages arriving at the loading dock and present them to DMMS customer service for x-ray and delivery; daily contact with carriers such as UPS, USPS, FedEx, private couriers and freight delivery companies; open and close the yard access gate and dock doors as necessary to allow and control access to the dock yard and internal NSA building dock area; control dock traffic and dock slips to maximize efficiency and ensure that higher priority dockings, such as the USPS, are served first; organize and prepare packages for entry into the SCLogic system for tracking and accountability purposes; perform QA/QC checks of packages and report shipment discrepancies and damage to incoming boxes or other items; maintan daily reports and logs of loading dock operations, to include, arrivals, deliveries, incidents, and maintenance personnel operating in dock area; provide assistance with the coordination of evacuation drills for the building; handle and resolve complex or unusual problems and emergency situations that arise in the daily operations of the loading dock; immediately report all incidents to NIH management personnel and write a firsthand detailed account of the incident and its timeline; operates material handling equipment such as pallet jacks, hand trucks and dollies to move and reorganize boxes;must be able to regularly lift and/or move 25 pounds, frequently lift and/or move up to 50 pounds and occasionally life and/or move 100 pounds; responsible for securing the loading dock at all times; ensure proper protocol is utilized when handling perishables and temperature sensitive packages; maintain a clean and secure loading dock at all times. The period of performance for this procurement shall be for 12 months. This proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest by sending capability statements in reference to this requirement no later than 3:30 p.m., November 17, 2017 EST to: holleyv@od.nih.gov.
