- Solicitation changes and requirements. The solicitation has changed as follows: Change 1 - Now requiring foreclosure services be completed in all 100 counties in North Carolina Change 2 - Requirements paragraph changed as follows: Item 5 has changed to read as: The contractor will prepare Substitution of Trustee documents and send to CSC for Director signature. The contractor needs to prepare and send to borrowers, a declaration debt certified, and a copy to CSC. CSC will provide any documentation needed to prepare the document. Solicitation changes listed above. No other changes follow. We require the use of Substitute Trustee professional services to perform non judicial foreclosures of single family houses throughout the State of North Carolina. These services are not considered "legal" in nature, are not considered to be the practice of law and do not involve decision making or interpretation of agency policy or directives. Because of our agency mission, all foreclosures would be in rural areas. This solicitation is to issue a Blanket Purchase Agreement with multiple contractors. The contractor must be licensed to perform legal services in the State of North Carolina. This is a total small business set-aside
