- DLA Land & Maritime presolicitation notice for NSN: 6140-01-490-4316, Battery Storage. This is a competitive item being procured in accordance with MIL-PRF-32052(1)SUP1 Not 1. This solicitation is a 100% Small Business Set-Aside. NSN requires Contractor First Article Test as well as Contractor Production Lot Test. The requirement will result in an award for a total of 30,000 each and will include a 100% quantity option for 60,000 each. Inspection and acceptance is at origin and FOB is at destination. Delivery location is New Cumberland, PA (W25G1U). Delivery for production quantity of 30,000 each is 950 days however, if award is issued to a waived source, the requested delivery will be reduced by a minimum of 515 days, depending on actual quoted delivery days for the solicitation quantity. The procurement will be in accordance with FAR Part 15. The solicitation will be available in DIBBS, https://dibbs.bsm.dla.mil/rfp on or about October 26, 2017 with an anticipated award on or about February 4, 2018. The technical drawings/bid sets will be available with the solicitation. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of delivery, price and past performance. All offers shall be in the English language and in U.S. Dollars. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' prooposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, ;unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
