- Construction Wage Determination, Clay County, WV Drawings Specifications Solicitation Package - SF1442, Bid Schedule, Provisions and Clauses The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Clay County, West Virginia. The project focuses on restoring and stabilizing approximately 303 linear feet of stream channel on two sites on in Camp Creek, in Clay County, West Virginia. The contractor will install gabions baskets and/or loose rock riprap to stabilize and protect the stream bank. Disturbed areas will be graded to provide positive drainage and seeded and mulched to provide vegetative cover. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on October 11, 2017. Bids will be due on Monday, November 13, 2017 at 11:00 a.m. A site showing to review the site will be held on Tuesday, October 17th. Participants should plan to meet at the Park and Ride at the Clendenin exit off of I-79 (Exit No. 19) at 10:00 a.m. Performance time will be calendar 25 days Magnitude of proposed construction = $100,000 - $250,000
