- Brand Name Justification (Not Exceeding $650K) 1. Agency/Contracting Activity: MICC Ft Gordon 2. Description of Action: Nature: New Requirement Follow-on Requirement Mod to Existing Purchase Order/Contract Number Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: 2. Description of Services or Supplies: The total estimated value of the proposed action is $ 158,716.81 The Defense Forensics Science Center (DFSC) has a mission critical requirement for the purchase of Dell Unity Flash Storage drives to support the DFSC Material Technology Laboratory (MTLAB) Special Purpose Processing Node (SPPN) NIPR Storage Data Migration from legacy IBM DS5100 Storage Area Network (SAN). This storage solution will provide approximately 100 TB of usable data storage once deployed. The current legacy IBM SAN in place is past the end of lifecycle and the entire SAN stack and associated appliances are beyond ITES-2H manufacturer repair agreements (October 2015) without further OEM or open market maintenance service available, putting the lab's LIMS sensitive forensics case data at risk of loss or corruption. 3. Authority: 10 USC 2304, 41 U.S.C. 1901, FAR 13.5 (a)(2) 4. Reasons for Authority Cited: The Dell branded equipment and required OEM warranty service with this new equipment purchase provides DFSC an ensured standard of original manufactured hardware accredited for operation in the DFSC SPPN. This brand name purchase is for components to an existing network solution, and will match the information assurance computing environment certification and training of our network staff, match existing installed Dell network server equipment in the DFSC SPPN, and has assured compatibility with the installed Network Enterprise Center-Gordon (NEC-G) network. 5. Actions to Increase Competition: Competition is only limited to the number of companies that can provide this brand Control # Gordon-2017-20 -2- 6. Market Research: Market research was conducted through Army CHESS and internet inquiries. An RFI yielded three responses; two from Army CHESS and 1 from the open Market. 8. Technical / Requirements Certification: I certify that the supporting data under my cognizance which is included in this abbreviated J&A is accurate and complete to the best of my knowledge and belief. 5 9. Fair and Reasonable Price Determination: As contracting officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Price reasonableness will be determined based on market research, negotiation and comparison with the Government estimate. 10. Contracting Officer's Approval: I hereby certify that this justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.
