- Justification for Exception to Fair Opportunity - FACTRS The original Task Order, Fragility and Conflict Technical and Research Services (FACTRS), was designed to assist USAID's Bureau for Democracy, Conflict and Humanitarian Assistance, Office of Conflict Management and Mitigation (DCHA/CMM) to meet a core function: provide cutting-edge, highest quality, evidence-based applied research and analysis on fragility, conflict, and violence in order to enable USAID policies and programs to reflect state-of-the-art thinking, and be effective and innovative. The purpose of this task order modification for follow-on services is to build upon the completed research work under FACTRS and extend this research to enable it to respond to recent developments and allow it to be further operationalized for application and use by the Agency, Interagency and external stakeholders. The scope of work will also allow the Agency to continue to respond to emerging or urgent technical topics related to conflict, fragility and violence in the most efficient manner, making use of the research infrastructure and networks already developed through collaboration with the contractor under the original FACTRS Task Order.
