- This is a sources sought announcement only for informational, market research, and planning purposes and does not constitute a Request for Proposal (RFP). It is a survey to locate potential sources. It is not to be construed as a commitment by the Government to issue a contract nor is it a guarantee of a forthcoming solicitation or contract. It is market research only. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement, all costs associated with responding to this sources sought will be solely at the interested parties' expense. Respondents are responsible for adequately marking proprietary information in their response. No basis or claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. Respondents will not be notified of its results. Not responding to this sources sought announcement does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor FedBizOpps for additional information pertaining to this requirement. The Government is seeking interested contractors to provide Engineering Services (ES) in support of the Longbow HELLFIRE (LB/HF) AGM-114L Air-to-Surface missile program for FY 19 through FY 21. The ES consist of program management, engineering, product assurance, logistics, configuration management, test/evaluation, and production engineering support required to maintain the capability of the Longbow HELLFIRE missile. Anticipated contract and option types are Cost-Plus-Fixed-Fee. These services provide general system support, not duplication tasks performed in development of other on-going contracts. The FY 19 Base Year and Options for FY 20 and FY 21 each consist of 50,000 hours, respectively. Therefore the total FY 19 - FY 21 hours are 150,000. The Government request that interested sources provide a Statement of Capability which includes the following: 1) Provide a description of your company's expertise and experience in providing ES in support of the LB/HF AGM-114L missile. 2) Describe, in general, your company's approach to developing the capability to provide ES in support of the LB/HF AGM-114L missile. If your organization has the potential capacity to perform these services please provide the following information: 1. Organization name, address, POC, email address, web-site address, telephone number, and size and type of ownership for the organization, 2. Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. Please limit formal responses to no more than 10 pages (8x11 inches). Font shall be 12 pitch with one inch borders. All responses shall be submitted via email to Lisa Hodo-Payne, Contract Specialist, at lisa.a.hodopayne.civ@mail.mil. Responses must be received no later than 15 calendar days after the original posting of this request. All information is to be submitted at no cost or obligation to the Government. No telephone or facsimile submissions will be accepted. All material submitted in response to this Request for Information (RFI) must be unclassified and properly marked. Responses will not be returned nor considered by the Government as offers.
