Description
The US Army Corps of Engineers (USACE), Walla Walla District has a requirement for an Indefinite Delivery, Indefinite Quantity (IDIQ) Single-Award Task Order Contract (SATOC) with capability to award task orders for services outlined below. The scope of this SATOC is to provide non-personal services for professional development training for the US Army Corps of Engineers, Walla Walla District. This includes, but is not limited to, professional leadership development training, team building, and facilitation of project reviews. Work will vary in scope and size and will be awarded by individually negotiated firm-fixed-price task orders. The Government shall not exercise any supervision or control over the contract service providers performing the services under any awarded task order. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform work as defined in the performance work statement included in subsequent task orders. The contractor shall perform to the standards in this contract. The government expects to award a contract on or about June 30, 2018. The North American Industry Classification System (NAICS) code for this project is 611430, Professional and Management Development Training and the associated small business size standard is $11,000,000.00. This sources-sought announcement is a market research tool used for planning purposes to determine the availability and capability of small business sources prior to issuance of an RFP. The US Army Corps of Engineers (USACE), Walla Walla, Washington, District is seeking to identify small business firms capable of providing this requirement. All interested and capable contractors are encouraged to respond. The Government will not pay for any information submitted as a response to this sources sought. Respondents will not be notified of the results of the sources sought evaluation. One of the main functions of this sources sought notice is to assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB) or Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis may be used to aid in establishing realistic, achievable small business subcontracting goals. Submittal Requirements: Firms interested in this requirement should submit a statement of interest, including capabilities, that is no more than three pages in length, single-spaced, 12-point font minimum demonstrating ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, as a minimum, the following: A) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the scope above. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number and email address for each reference. C) Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D) Provide a statement regarding features of the scope of work your firm's business would sub-contract, and approximate percentage of the project that would be sub-contracted. E) Provide a statement that your firm intends to submit an offer on the project when it is advertised. G) Cage Code and DUNS number.
