Description
This is a pre-solicitation notice for the construction acquisition of Simplified Acquisition of Base Engineer Requirements (SABER) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract at Misawa Air Base Japan, with 1-basic period plus four (4) 1-year options. Fixed Price with Economic Price Adjustment (FP-EPA), IDIQ type of contract is contemplated for award, on a basis of Japanese Yen currency. The SABER contract will encompass a broad range of maintenance, repair, and/or minor construction at Misawa Air Base, Japan and locations within 40 km radius from Misawa AB, including its associated sites of Draughon Range and Hachinohe Fuel Terminal. A guaranteed minimum amount is ¥500,000 and maximum limit of the contract is ¥6,000,000,000, for the entire life of the contract. Actual construction work will be accomplished under individual Task Order(s) (TO) to be placed on an as-needed basis under the SABER contract; provided that the Government will not be committed to place task order(s) up to the maximum limit of the contract. The work required by individual TOs will include tasks in a variety of trades, such as carpentry, road repair, roofing, excavation, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, and other related miscellaneous work, as specified in the specifications and the Unit Price Book to be contained in the solicitation when issued. The contractor is required to have a performance capability to accomplish multiple TOs at the multiple project sites concurrently, with having a SABER focused task-force organization for effective management of TOs and responsive coordination with the Government SABER engineers. The resultant contract will be awarded to a single offeror who provides the Government with the best value, using Competitive Subjective Tradeoff (STO) process in accordance with Federal Acquisition Regulation (FAR) Part 15 and Air Force FAR Supplement (AFFARS) 5315.300, Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of: Technical Acceptability/ Risk, Past Performance, and Price. Contract award and its resulting performance are to be made in whole in Japan, whereby offer must satisfy the requirements stated in the NOTE at the end of this presolicitation notice. The solicitation is expected to be issued on or after 30 Sep 17 (JST). The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov/; the following must be satisfied due to award and performance to be made in Japan. NOTE: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
