- NOTICE OF INTENT TO SOLE SOURCE - OXFORD UNIVERSITY PRESS (E-BOOKS) SYNOPSIS: MICC-West Point intends to solicit and negotiate with only one responsible source under the authority of FAR 13-106-1(b)(1)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product(s) and/or service(s) and is therefore the only source capable of satisfying the Government's requirement.
