9/15/2017 - Amendment 0002 - Soliciation SB134117RQ1048 is hereby amended to extend the due date for quotations until Tuesday, September 19, 2017@12:00PM. 9/8/2017 - Amendment 0001 - Solicitation SB134117RQ1048 is hereby amended to extend the due date for quotations until Wednesday, September 13, 2017@ 10:00 AM. COMBINED SYNOPSIS/SOLICITATION SB1341-17-RQ-1048 Maintenance Agreement for TA Instruments RSA G2 Dynamic Mechanical Thermal Analyzer This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures. This solicitation is a Request for Quotations (RFQ) for maintenance of TA Instruments RSA G2 Dynamic Mechanical Thermal Analyzer. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94,2005-95, effective 01-19-2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219. This acquisition is being procured using Full and Open (unrestricted) competition. The National Institute of Standards and Technology (NIST), Material Measurement Division (MML), Security Technologies Group (STG) requires maintenance of a TA Instruments RSA G2 Dynamic Mechanical Thermal Analyzer in accordance with the attached Statement of Work (SOW). EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made to the Contractor whose quote complies with the solicitation requirements and is evaluated as technically acceptable, offers the lowest evaluated price, can provide replacement parts, software/firmware updates, and is responsible within the meaning of FAR 9.104. To be considered technically acceptable, the quote must be evaluated as acceptable for all the following non-price factors: Factor 1 - Experience NIST will evaluate the extent to which the Contractor's quote demonstrates its ability to provide certified personnel to fulfill NIST's requirements, as detailed in the SOW. Additionally, NIST will evaluate whether the Contractor possesses at least three years' experience servicing this instrument or its technical equivalent (in terms of fundamental design, function, and maintenance requirements). Factor 2 - Access to Replacement Parts, Software/Firmware Updates and Response Time NIST will evaluate if the Contractor has demonstrated that it has access to the manufacturer's replacement parts and software/firmware updates to perform the required services. Lack of access will indicate the inability to perform maintenance or repairs. The Government will also consider whether the Contractor has demonstrated its ability to respond to service call requests within the contractually-required timeframes, which is 10 business days. Factor 3 - Past Performance NIST will evaluate whether the contractor has at least an acceptable record of past performance relating to management and successful performance of requirements of comparable size and complexity. Past performance will be evaluated using information obtained from references provided in the quotes, and may also include any other relevant information that is available to the Government, including information on contracts with Federal, state and local governments and commercial sources. A lack of relevant past performance will be regarded as Neutral under this factor (but may result in a determination of unacceptability under Factor 1 - Experience). Price: The price evaluation will determine whether the quoted prices are fair and reasonable in relation to the solicitation requirements. Quoted prices shall be entirely compatible with the technical quotations. REQUIRED SUBMISSIONS To be considered acceptable, the contractor must provide: 1. For the purpose of evaluation of Technical Acceptability: • Documentation that confirms that the Contractor can provide certified personnel to service the TA Instruments listed in the SOW-Scope of Work and has at least three years' experience servicing this instrument (or its technical equivalent). If the Contractor lacks experience with the particular model/item in the scope of work, the Contractor may describe its experience servicing technically comparable (in terms of fundamental design, function, and maintenance requirements) TA Instrument equipment in lieu of that specific instrument. Please note, however, that the determination of whether the equipment described is technically comparable is at the sole discretion of NIST; NIST may determine a Contractor's quote technically unacceptable if the alternative equipment described is not considered technically comparable. • Documentation that demonstrates that the Contractor has access to the manufacturer's replacement parts and software/firmware updates to perform the required services. The Contractor shall also demonstrate its ability to respond to service call requests within the contractually-required timeframes. If the contractor intends to subcontract any portion of this requirement, the contractor must provide confirmation from the subcontractor of their ability to respond to service calls within the contractually-required timeframes, specific to this procurement. • Past performance information on relevant public or private sector contracts for the past three (3) years. The information should describe contracts of a similar type and scope as the current requirement. If the Contractor has no relevant past performance, a statement to that effect should be included in the quote. 2. Contractors shall provide a Firm Fixed Price to complete the required services of the SOW for the TA Instrument RSA G2 Dynamic Mechanical Analyzer S/N 4020-0245 to include a Base plus two (2) 12-month option periods. 3. A completed version of all required solicitation provisions (see attached provisions/clauses document - required submissions highlighted in blue). 4. If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Contractor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order. The provisions and clauses contained in Attachment 2 are applicable to this procurement and will be incorporated into the resultant award, if applicable. 5. Contractors shall provide an active DUNS # for the System for Award Management (SAM) registration. Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor's FSS or GWAC contract, and the statement required above shall be included in the quotation. DUE DATE FOR QUOTATIONS All quotations must be submitted via e-mail to Tish Walker, Contract Specialist at latish.walker@nist.gov. Submission must be received not later than 12:00 p.m. Eastern Time on 9/7/2017. All questions regarding this notice must be submitted via e-mail to Tish Walker by 12:00 p.m. Eastern Time on 8/31/2017.
