- The 772d Enterprise Sourcing Squadron/Environmental Services Contracting (772 ESS/PKS) at Joint Base San Antonio (JBSA), Lackland, TX intends to issue a Request for Proposal (RFP) for a Firm-Fixed Price (FFP) contract for Fence to Fence (F2F) Environmental Services at Joint Base Charleston (JB CHS) and Shaw Air Force Base (Shaw AFB), South Carolina. The overall period of performance for the proposed contract, if all options are exercised, will be 60 months from date of award. The F2F environmental services will be performance-based and will encompass the full range of methods, technologies, and supporting activities necessary to conduct environmental operations and services efforts to address F2F environmental compliance needs at JB CHS and Shaw AFB, SC in accordance with technical and regulatory requirements. The specific environmental compliance support activities to be included in the proposed contract action are Hazardous Waste Management; Hazardous Material Management; Air Quality; Sampling, Testing, Analysis, and Monitoring; Wastewater and Storm Water Management; Solid Waste Management; Natural Resources Management; Cultural Resources Management; and Environmental Management. The solicitation will be set-aside for small businesses. The North American Industry Classification System (NAICS) code is 562910 with a business size standard of 750 employees. Basis of contract award will be Lowest Price Technically Acceptable. A complete solicitation package is anticipated to be released and made available only through the Federal Business Opportunities (FBO) website at https://www.fbo.gov in October 2017 with an anticipated closing date for proposals 30 calendar days later. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of the RFP (Draft and Final), Site Visit, RFP Amendments, Clarifications, etc. It is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. SAM is the Official U.S. Government system that consolidates the capabilities of CCR/FedReg, ORCA, and EPLS. Information concerning registration requirement may be viewed via the Internet at https://www.sam.gov. No response to this announcement is required. The government shall not pay for any information in response to this announcement. After solicitation and prior to award the possibility exists to reject all offers when cancellation is in the public interest. This announcement does not obligate the Government to pay for any bid or proposal preparation costs.
