- Notice of Intent. The U.S. Department of Agriculture, ARS, Stoneville, Mississippi, intends to award a sole source procurement to Velocity EHS, 222 Merchandise Mart Plaza, Suite 1750, Chicago, IL 60654 for Chemical Inventory and MSDS/SDS Management and Compliance System: 1) MSDS/Chemical Management Licenses/Accounts; DATA MIGRATION Must be able to transfer existing data base (CisPro or exported to Excel spreadsheet) to new system. Data contains bar code number, chemical name, manufacturer, product number (if available), CAS number (if available), container size, and container location. Link data base of chemicals inventory (above) to up-to-date MSDS/SDS. Must provide up-to-date MSDS/SDS documentation for all chemicals and comply with OSHA Hazardous Communication Standard (29 CFR-1910.1200). Must provide read-access for all chemical users (~150 people). Must provide edit access for 2-3 power users, who can add, delete, and edit chemicals in data bases. Must provide access to MSDS/SDS 24/7 and operate in the cloud with backup not on local servers. Assess must be limited to approved users. Must provide options for off-line access to data base or sections of data base (for example, capability of downloading a locations inventory and all or selected MSDS/SDS). Must provide customer support (during normal working hours) and training (initial and on demand, for example once a year) for chemical users (~150 people) and power users (2-3 people). The training can be on-line or by webinar. Must provide for query search for chemicals and option to generate inventory reports for individual locations, groups of locations, etc. Must provide capability of power users (2-3 people) to conduct and verify inventory by using bar code scanners. Must allow read access by users (~150 people) via mobile devices and any device running common web browsers. Must provide cost bid based on initial setup, cost per item, and continued support (annual fee). Current inventory consist of approximately 6,400 unique chemicals in 22,000 separate containers in 200 locations. Bids must include options for reduced cost if the inventory is 10%, 20%, and 30% lower (either by unique chemicals or locations). Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Located at the USDA, ARS, SRRC, 1100 Robert E. Lee Blvd., New Orleans, LA. 70124. The Government intends to award a firm fixed price Purchase Order (date), using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00PM central time, September 22, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
