- Notice of Intent - The USDA, ARS, WBSC intends to award a sole source procurement to Mettler-Toledo Rainin, LLC 7500 Edgewater Drive, Oakland, CA 94621, as they are the sole source for this type of analytical instrument purchase pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for (2) Benchsmart 96 well pipettors 9 (both 200 ul and 20 ul Heads) with trade-in of older nonworking units. The Rainin Benchsmart 96 Well Pipettors are a semi-automated channel pipettor that allows quick and accurate filling of 96/384 well plates and is easily programmed for complex pippetting operations. The system combines the precision and reproducibility of automated liquid handling with the flexibility and speed of manual systems. Head changes require seconds, with no tool requirements. We are trading in 2 older units we are having inconsistency issues with, requiring thousands of dollars in repairs. All consumables and parts we currently have for the older units can be used with the new units making this a best buy for the government and will help to maintain the continuity of research data. The Government intends to award a firm fixed price Purchase Order on or about September 21, 2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is ta Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their Interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:30PM central time, September 20, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
