Description

The John D. Dingell VA Medical Center, Detroit, MI, in accordance with FAR 13.106-1(b)(1)(i) Only one source reasonably available, intends to negotiate on a sole source basis with Ortho-Clinical Diagnostics, 100 Indigo Creek Dr., Rochester, NY 14626, for furnishing Blood Bank Reagents. NAICS 325413 applies, the small business size standard is 1250 Employees. The contractor shall deliver to the John D. Dingell VA Medical Center at 4646 John R Street., Detroit, MI 48201 Every month as scheduled with the facility for one year with pricing established for an additional 4 years. This procurement will be conducted IAW FAR part 13. The sole source rationale is based on the amount of training and validation side by side testing that would be required to switch reagents. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 4:00 EST on 9/18/2017. No telephonic inquiries or e-mail responses will be accepted. All responses must be mailed to VA Ann Arbor Healthcare System, 2215 Fuller Rd. (54C), Attn: Chuck Lakin, Ann Arbor, MI 48105.
