PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Solicitation: HHS-NIH-NIDA-SSSA-NOI-17-748 Title: Procurement of Tip Charger INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a contract for the Tip Charger with IonField Systems, LLC, 1 Executive Drive, Suite 8, Moorestown, NJ 08057-4222. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 - Analytical Laboratory Instrument Manufacturing with a Size Standard of 1,000 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, January 19, 2017. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 - Only one response source and no other supplies or services will satisfy agency requirements. DESCRIPTION OF REQUIREMENT Project Description The National Institutes of Health National Center for the Advancement of Translational Science performs numerous High Throughput Assays annually. A key step of any high throughput assay is the addition of compounds into a microwell plate by utilizing a pintool. Multiple groups at NCATS uses a pintool to transfer compounds into assay plates to perform the screens as directed by scientific leadership. They continue to use a pintool after comparing the results of transferring compounds between this technique and acoustic transfers. Although acoustic transfers are non-contact and eliminate the risk of carryover, the pintool is still in heavy use at NCATS due to generally good data quality and the format of most of our compound libraries to utilize pinning for compound transfer. The purchase of the TipCharger 1536 is to improve upon existing cleaning methods for a pintool to eliminate the risk of carryover from previous pin cycles. This will increase data quality, allowing multiple screening groups to achieve their goals of running multiple assays a year while minimizing the number of samples to be rescreened. The TipCharger is a critical piece of equipment that will ensure that both 1536 pintools and potentially disposable tip boxes are as clean and sterile as possible before being used to add compounds or reagents to assays plates seeded with cells. Given the sensitive nature of these cells and the long incubation periods required for many of these cell assays it is of critical importance to eliminate any potential source of contamination and the TipCharger will help NCATS in that endeavor immensely. Purpose and Objectives The purpose of this acquisition is to obtain an additional TipCharger, which utilizes cold plasma technology to quantitatively clean pins better than the traditional solvent based wash methods. Delivery Schedule Within 30 days week after receipt of order (ARO). CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. Salient characteristics: The TipCharger has the following characteristics: •The product must produce atmospheric pressure plasma by use of dielectric barrier discharge. •The plasma generator must have an SBS footprint as defined by ANSI/SLAS 1-2004. •The power supply and system controller must be compatible with the plasma generator. •The overall integrated system must be CE Marked. •The product must be capable of cleaning 1536 format pin tools in less than one minute when integrated into standard lab automation system Quantity: One (1) In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
