- The required quantity is 13 EA with a 50% option to be shipped to (W25G1U) New Cumberland, PA 17070. This solicitation is set-aside for small business. The required delivery is 400 days ARO. FOB Origin and Inspection and Acceptance at origin are required. This solicitation is being issued under the First Destination Transportation (FDT) program. Based on Market Research this item is manufactured for Military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested suppliers may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with the commercial item with 15 days of this notice. This solicitation will be available on the Internet at http://www.dibbs.bsmdla.mil/rfp around 10/02/17. Hard copies of this solicitation are not available. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of Price, Past Performance and Delivery. This solicitation contains DLAD Provision 52.215-9023 for Reverse Auction (RA). The government reserves the right to activate this provision after timely offers have been received and evaluated. This procurement also contains Procurement Note H07 Supply Assurance through Multi Source Contracting. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. This solicitation document contains information that has been designated as "Military Critical Technical Data." Only businesses that have been certified by the DOD, US/Canada Joint Certification Officer, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. Documents not available for downloading from ASSIST can be ordered from the DODSSP Special Assistance Desk at (215)697-6396/6257 (DSN: 442-6396/6257), Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Patterns, Drawings, Deviations Lists, Purchase Description, etc., are not stocked at the DODSSP. Pursuant to DAG 15.203-2 submission of proposals by electronic commerce (e-mail) is allowed. Submit e-mailed proposals to the contracting officer or post in DIBBS. A single email cannot exceed 15 MB. Proposals greater than 15 MB must be divided into multiple emails. All offers shall be in English and in US dollars. All interested parties may submit an offer.
