- Description: Lenel Security System Maintenance Service This is a Combined Synopsis Solicitation for commercial items and will be conducted in accordance FAR Part 13.5 (2005-94, 2005-95 / 01-19-2017). This procurement does not have a dedicated socio-economic set aside. However, IAW cascading set-aside strategy, compliant with 38 U.S.C. 8127, The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. All SDVOSB must be verified through VetBiz to be considered for award. The purpose of this Solicitation is to provide maintenance on the existing Lenel Security System for the Minneapolis VA Healthcare System as indicated in the solicitation document. It is the intention of the Government to solicit via Request for Quotation (RFQ) VA263-17-Q-1205, NAICS Code 561621 in accordance with all terms, conditions, provisions, specifications, and schedules of the solicitation and award a contract on a competitive basis. The contract resulting from the solicitation shall be a Firm Fixed Priced contract. In an effort to meet the green initiative, documents shall be submitted electronically via email only. Emails shall not be more than five (5) megabytes in size. Offers submitted by any other means other than emailed will not be accepted. The electronic solicitation is hereby announced on this 15th day of the month of September 2017. The offeror shall be responsible for downloading all solicitation documents/amendments from the Federal Business Opportunities (FedBizOpps) website (www.fbo.gov) without further notice from the Department of Veterans Affairs. Interested firms must be fully registered and active in the SAM database www.sam.gov. All offers, correspondence and any and all questions must be submitted in via email to: Robert.gamble@va.gov by 11:00 am Mountain Time Zone (MTN) on 21 September, 2017 All Requests for Information (RFI s) from industry or any questions are due by 18 September, 2017
